The German government agreed to escort Lenin from his exile in Switzerland back to Russia in order that Lenin could provoke another revolution that would take Russia out of World War I. This would allow Germany to move all the military forces it had fighting the Russians over to the western front to fight the French and English.
The February Revolution and the abdication of the Tsar had already occurred, but the new Provisional Government did not stop the war. Germany hoped Lenin would at the very least make the Provisional Government end Russia's involvement in the war if not completely stop it by taking over the government, which is what happened.
Lenin was not only transported back to Russia but he and the Bolsheviks received money from the Germans as well. Many rival political people accused them of being paid German agents.
