I'm not sure what the mean or median time is, but I can tell you how they are judged. Anything faster than 4.4 is considered freakishly fast. 4.4-4.5 is pretty fast, but once a corner starts getting slower than 4.5, the player is no longer considered fast for his position. Once a corner starts flirting with 4.6, he is probably scheme limited to a zone heavy team or clubs will want to evaluate the possibility of moving the player to safety.

On average, one wants a corner to be faster than the receiver he covers. The offensive player always has the initiative and can make a move first to gain distance and position while the corner reacts. The corner needs a speed advantage to close this gap as quickly as possible...preferably before the ball arrives. Scouts call this 'make-up speed' or 'recovery speed'.

Of course, many successful corners have lacked superior speed. Though guys like Darrell Green and Deion Sanders and Champ Bailey show how recovery speed can make a corner great, guys like Ronnie Lott, and Rod Woodson were far more ordinary with their speed (what Rod Woodson when he was in his prime, was the second fastest corner in the NFL, right after Darrell Green in the fastest man competition, get your facts straight buddy before you post here), yet were great corners (Lott eventually moved to safety where he was even better than he was as a corner) by using technique, intelligence, and physicality to make up for their lack of elite timed speed.
