The word "parlour" was used in the late 1800s to refer to a "sitting room" in a house belonging to an upper or middle class family in England.

So when it is used in connection with Table Tennis, it is referring to early versions of the game of table tennis which were played in a room within the house of an upper or middle class family in England around 1880.
