A free-coaster is a bike, or rather a special type of rear hub, that allows the bike to roll both backwards and forwards w/o the pedals moving.
Most bikes can roll forward(=coast) w/o the pedals moving, but with a regular freewheel hub the pedals will begin to spin if you push the bike backwards. A freecoaster OTOH can roll backards w/o the pedals moving as well.
Real important if you want to do trick riding that involves going backwards and pretty pointless otherwise.
