I think hocky is a better work out because you can play it at almost any time and you skate while you have to hit the puck.....it really depends on where you want to be strong soccer is more legs, where Hockey is both so i would do hockey if you want to be strong at both. (but that's my opinion..Soccer is more fun too)

hockey abviously!!!!!Definitely not hockey, because then it would be popular in most Europe, Africa, Asia, Australia, and South America!! By then, there would be a World Cup tournament for hockey where will reach the viewers of billions. But then again, I never knew there is one single tournament from hockey that can draws much of massive attendance. All I know hockey is majorly popular in Canada, USA, Parts of Russia just after soccer, Sweden just after soccer, Norway just after soccer, Finland, Latvia, Belarus, Switzerland just after soccer, India, Northern parts of Japan, South Korea, and parts of China and parts of Taiwan.
I don't think soccer is rougher than ICE hockey, but i think it is rougher than in-line hockey.
If you want a more thourough workout, then soccer, because you are burning more calories and gaining more leg muscles than in swimming because of the running. But if you want a workout for your arms rather than your legs, than swimming would be better.
