it is not a penalty if the person you hit is the ball carrier. but it is however a penalty if the hit a lineman or any other non ball carrier.
It does work. The force of a person hitting a ball "cancels" out the force of the ball moving and brings it to a stop (to zero). Only then does the ball move in the direction it is hit, due to the overwhelming force applied by the person.
Presumably a fly ball can't (and more correctly, shouldn't) be hit, as the batter is the only person allower to hit a baseball thrown from a pitcher.
