There will be 302 gold medals, and 906 medals, in total, to be awarded in the 2008 Olympics. Obviously they make more individual medals to hand out than that because each person of team events get a medal....

There is no "overall winner" because countries compete in different events. One way to judge success is by the number of medals, or only by the number of gold medals. The countries that have the best athletes in the most sports have an advantage in that regard.

Countries don't compete in the Olympics, people do. To "win" the Olympics, if it is such a thing, would be to be the country with the most and highest medals. And to be the country with the most and highest medals, you need to be the country with the most winning athletes. To get good athletes in as many sports as possible, a country need to make it easy for promising athletes to train, and to train well. Provide coaches, arenas, training camps, doctors, dieticians, sports equipment and so on.
Olympic athletes are not paid to participate, or receive monetary rewards for medals awarded.
Four years make up an Olympiad, but, every two years there is an Olympics. What I mean about that is we just had the London 2012 Summer Olympics so two years later we will have the 2014 Winter Olympics in Russia, then two years later we will have the 2016 Summer Olympics in Rio De Gandea and so and so fourth. As you see there was a two year distance between the Summer and Winter Olympics, but there still was a four year distance between the summer Olympia's!!:)
