As early as 2005 the PGA had banned drivers which had a 460cc+ head or had a COR of greater than .83, this was to limit the distance the tour players were getting. By 2010 u-grooves will be illegal as they believe a lot of skill has been taken out of the game by these grooves which stop the ball easier on greens, even from thick rough. If you are referring to the USGA and R and A, Golf's governing bodies then the driver rules as above came into effect on 1st January 2008 and the groove rule still isn't finalised but looks to be as far away as 2024!
