Plastic. The sort of plastic that, say, an mp3 player is packaged in but wrapped into goggle shape. Lightweight, flexible, and very strong.
How much does a pair of what kind of goggles cost? What would you like to use these goggles for? Swimming goggles are not the same as skydiving goggles, and neither of them are as impact resistant as goggles made for shooting or playing paintball or airsoft.
Swimming goggles are made with plastic and rubber.
Technically, a harness/container, main and reserve parachute are all that is required. An altimeter, helmet, goggles, gloves, clothes, and shoes are optional.
Inuit snow goggles are made out of leather, bones, or ivory. But newer ones are made out of wood:)
Safety goggles are usually made out of polycarbonate plastic. Sometimes they are made out of impact resistant safety glass.

Plastic is very suitable for goggles, because it can be made in a form that is both transparent (so you can see through the goggles) and relatively flexible (so that if something does hit them, the goggles won't break into pieces that could get in your eyes, which would then defeat the whole reason for wearing goggles in the first place) while being strong enough to offer real protection to the eyes.
