There is no rule for how many wins are needed to be in the playoffs. The more wins the better but, the team only needs to be a division leader and therefore automatically given a playoff spot.
It depends upon the league/sport. In the NFL, for example, the team with the best overall record wins their division. In the event of a tie, the division record acts as the tiebreaker. I believe the best conference record wins the conference in NCAA Football, regardless of overall record. Then there are the league like the NHL, where a team earns 2 points for a win, 1 for a tie or post regulation loss--with the team accumulating the most points winning their division/conference.
The 1983 Washington Redskins hold the record for the best turnover differential in NFL history.

Very little since they pretty much stink as a football team in the NFL. Their all time playoff record is 7-10. They won the NFL championship in 1935, 1953, 1954, and 1957. Since 1958, they have made the playoffs 9 times and won 1 playoff game.
Yes, a losing team in the NFL has made the playoffs. The most notable example is the 2010 Seattle Seahawks, who finished the regular season with a 7-9 record but won the NFC West division. They went on to host a playoff game, becoming the first team in NFL history to qualify for the playoffs with a losing record.
