During the regular season, trades may be made up to July 31 without restriction.

Between August 1 and August 31, a trade may be made only if the player on the team's 40 man roster is placed on waivers first. If the player is not claimed by another team, he may be traded to any team. If the player is claimed by another team, the player's team may work out a trade with the team that claimed him. Should the trade involve other players that are on either team's 40 man roster, those players must pass unclaimed through waivers before the trade can be completed.

Should more than one team claim a player on waivers, the team with the worst win/loss record is the team that 'wins' the claim.

No trades may be made after August 31.

Are the penalties different for a team defensive balk between the various rules as established for the Major League College and High school Federation Baseball rules?

Yes, the penalties for a team defensive balk differ among Major League Baseball, college baseball, and high school baseball rules. In Major League Baseball, a balk is called when a pitcher violates specific rules, resulting in all base runners advancing one base. In college baseball, the penalty is similar, but the interpretation of what constitutes a balk may vary slightly. High school rules also penalize a balk with base runners advancing, but the enforcement and specific definitions can differ from both Major League and college rules.

Is the strike zone different in the american league than the national league?

No, the strike zone is not different between the American League and the National League; it is defined by the same rules established by Major League Baseball. The strike zone is determined by the batter's stance and is the area over home plate between the knees and the midpoint of the torso. However, differences may arise from how individual umpires call the strike zone, but this is not specific to either league. Overall, the fundamental rules regarding the strike zone apply uniformly across both leagues.
