If your school is part of a larger organization, the information about patch location might be available in a textbook, on your association's website, or by calling a headquarter office, but it is probably best to go through your chain of command and ask your senior ranks, Instructors, or Dojang Sabeom (school master).

Each school and every Taekwondo association permits the students to wear different patches, and the location of each patch will vary from school to school, but is usually fairly consistent throughout an association. Therefore there is no universal answer for all Taekwondo schools throughout the world.
