sure, there is people that can't run fast because they have overweight, or if a person have a bone or muscular condition in the legs he wont be able of running to fast,

but, a common problem is that a lot of people doesnt have the right technique to run, o they doesnt practice, running is a sport like any other, if you wanna be good u better start practicing
