Most Countries other then the US Boxing is apart of the school curriculum. Puerto Rico, Philipines and many many more. The US is the least supporting when it comes down to overall support with the exception of the fans.

Both sports are generally safe, if you follow proper safety requirements. However, more injuries are developed by free-fist fighting rather than gloved fighting. So in essence, UFC is a little more dangerous. Though Boxing is known to have more aggresive fighters, UFC has had more serious injuries.

In MMA if you get hit hard enough to knock you down, the fight is normally over... sometimes the other fighter lands one or two more blows, but either way they don't allow you to take repeated beatings like they do in boxing. This restriction on repeated head trauma is one of the reasons why (US) soccer has more serious injuries than MMA. There has never been a death or serious injury in the UFC, I don't think any sport can make that claim, not even footbal, soccer, or basketball.
