There is no specific time (per se). In the gentleman's game, under the rules, you have five minutes to locate and identify your ball (after teeing off). Failure to do so incurs a penalty for lost ball which is stroke and distance. Therefore, you may have to return to the tee (more than once) if you keep losing Golf balls. HOWEVER, stroke play is usually reserved for better golfers (and pros), where a lost ball and its required search is the exception rather than the rule. In amateur play, most games are "match play", and a gentleman would pick up and concede the loss of hole rather than subject everyone to repeated searches.

Now, having set the example, please understand that at your local muni course, unless you are playing in a match (which should require you to have established a handicap), all other golf rounds are considered "practice" and therefore outside the purview of the rules.

If you tried to use the "five minute" rule for several shots, you might be "mob attacked" by following golfers that you are delaying. It's prudent to take a drop in the vicinity that you feel your ball ended up.

At public courses, you have a responsibility to the course and to other golfers, OVER AND ABOVE the rules, especially if you are not playing a match.

Tournaments (outings) often have special rules like making one pick up for double par on a hole that they exceeded the maximum (par x 2) strokes. All of this is keep one from taking too long to play!

So common sense dictates that 15 minutes per hole (per foursome) would be fair and complete your round in 4 1/2 hours - that is the general course guideline for munis.
