A full round of Golf is 18 holes. Some courses are only 9 holes, in which case, the nine holes must be played twice. Any round which is less than 18 holes will not be considered a complete round.

When you say: "I have just completed a round of golf." Generally you are saying that you have just played golf. Usually 9 or 18 holes. I don't think it matters how many holes you play.

Depends on the course, the vast majority of 18 hole courses worldwide have a par from 69-73, it is unusual to have much less, or much more.
