You have to declare an interest and then apply... at which point it is up to the teams to decide if they want to draft you... a lot of people that apply go un-drafted. long story short... So, if the player refuses to play they will have to wait a year and then get signed as a free agent. If that team doesn't do anything with the signing rights to the player they will not play in the NFL that year.
