Definately, you can start at any age, most studios tend to put dancers in classes by skill, not age. I have a friend that just started taking dance at almost 14 and she has caught up to most of the people in her class by now.
You can always start dance. Flexibility is not all that you need to take ballet. If you are determined you may become more flexible if you start dancing.

No, its never too late to start ballet. However, you may want to take a class on the basics, and ballet may not come as easy to you as it does to others your age who have taken it for years. With dedication, you can catch up, although you may have less of a chance to preform professionally.
