It usually depends on the soccer league you are reffing for, but most of the time you have to be in high school. The age limit is 10. this is to referee a u-8 game. Also you must pass the certification exam. Well, in my town you can be 10 to referee a soccer game. I am 10 and I can referee in Wisconsin.

40+, Rugby League is a highly contact and lot's of impact. I don't think 40+ will handle the amount of power.

Rugby, both Union and League are high level contact sports. There are occasions when players will have a "heavy debate" mid game. As a general rule even when tempers flair on the pitch issues are forgotten when the game is over. As an old saying goes - Rugby is a thugs game played by gentlemen! However, there are procedures in place to "capture" violent and dangerous play. In the event that a formal complaint is made by either side OR by an official the player concerned is brought up in front of a disciplinary committee to answer allegation of such play. There have been players banned for weeks to lifetime for this type of play. NOTE: Rugby is one of the few or perhaps only sports where the referee is called "Sir" or Madam by the players as dissension against a referee is highly frowned upon
A 12 year old can referee most hockey games if he or she knows the game, the rules and knows who to skate.
