It doesn't matter how tall you are, to see how much you can bench but a grown man should able to do 65kg-100kg with out much prior training.

i think that he should start off with 100 lbs but in the end, he should be able to bench 200. some where near his weight.
it depends what age you are. 13-14 -->110-125 15-16 -->125-140 17-18 -->140-155 it will go on according to that little chart until you are about 35 - 40 depending on your physical condition. that is where you will start losing strength.
