there have been plenty of games throughout history without any penalties in them
in a game there are 4, two linesmen and 2 acuall refs (the ones who call the penalties)
IT was the Ottawa senators and the philadelphia flyers to get a total of 419.
well i think that there is and average at atleast 8 because the game im watching now there is 3 penalties and its only the first period so, ya hahahahahahahah :)

In an NHL game there are four officials on the ice. There are two linesmen who are mainly responsible for calling icing, offsides and too many men penalties. In addition there are also two referees who are responsible for calling penalties.
They get 2 jerseys a game.
