Moss Collins was a very successful football coach at Archbishop Carrol HS in NE Washington, DC. I don't know if he coached at Gonzaga before or after being at Caroll, but he was the coach at Carroll when I was in HS in the late 70s.

A wrist being down does not constitute a player being down. The rule stands the same in HS, college or NFL football.
They don't have a minimum age as many attend that are still in HS, but you need permission from your HS or equivalent of a Diploma.
