Moss Collins was a very successful football coach at Archbishop Carrol HS in NE Washington, DC. I don't know if he coached at Gonzaga before or after being at Caroll, but he was the coach at Carroll when I was in HS in the late 70s.

At my HS they were, & as far as I could tell at all the other HS also. I know I would not have wanted to play without one. I saw a kid get speared once in a play where the other players helmet hit him at full speed just below the waist. Even with his cup he was out of it for awhile.
A wrist being down does not constitute a player being down. The rule stands the same in HS, college or NFL football.
if you mean to go from college to the NFL, you need to be 3 years removed from your HS graduation.
