A total of 21 players have gone directly to the majors when being drafted from the amateur draft. It is very rare considering hundreds of draft picks happen each year and has been happening since 1965.

That's a hard question to answer, since it changes just about every season. However, overall, it would have to be UCLA. For the last 2 seasons, Florida State has been at the top.
There is no doubt per capita it is Indianapolis, IN. In just the last three years, players such as Eric Gordon, Greg Oden, Mike Conely, George Hill, Courtney Lee, and Jeff Teague have been 1st round picks (Gordon, Oden and Conely lottery picks) in the NBA draft. Six players drafted in the first round from a city of barely 1.5 million in a span of 3 years is hard to beat. Several more such as Gordon Hayward and Marcus Teague will be NBA draft picks in the near future.
No one knows because none of the conditional picks have been given to any teams. The Dolphins currently have seven picks in the 2009 draft, one each in round 1, 3, 4, 5, and 7, two in round 2, and none in round 6.

The order of the 2011 draft is based on the 2010 results and since that season hasn't been played yet, we don't know But who's picks do they have? With the trades made during the 2010 draft I'm pretty sure they picked up Carolina's 2nd round pick. They've got the Raiders 1st round pick from the Seymour trade.
Not sure if it transfers into real life, but in madden 2011 (Which is has been very accurate on the rules of the NFL) the maximum number of draft pick one team can have is 9.
