go to the brake calipers.. front or back wheel. undo the little bolt that the cable goes through, pull it tight and hold it whilst doing it back up again.. keep adjusting it until its correct.

Tighten the stem
With cable ties or velcro band
Use the appropriate socket on the nut and tighten it. Make sure the cable is in the correct position first.
loosen cable(bolt on either side of the support) adjust the cable using the bolts, then re-tighten
its normally mechnical so find the steel cable and find the nut on the cable of the parking brake "handbrake" and tighten
It's usually not long enough to reach, so no.
It's just a short length of cable, maybe 5" or so, that's used to connect the arms of the brake together.
