You do not have to play college ball but it sure helps. You could study for this in college. There are coaches that did not play but they are very few. Bruce Pearl at Tennessee, or Mark Few at Gonzaga are examples. Neither played college ball. There are others. You will need to study the game with intensity to be a college coach.
