I would recommend running the first quarter in about 1:25.
Try and hold on the second quarter without using too much guts.
On the third quarter, imagine it's the last.
On the last quarter, you should know what to do.
Your average speed must be greater than 10 miles per hour.
You know you're behind if:
After the first quarter you're past 1:30.
After the second quarter you're past 3:00.
After the third quarter you're past 4:30.
If you're behind you can catch up if you're not much far behind (so don't give up).
Practice and training. The record for a mile is less than 4 minutes, so half a mile should be easy.
You practice, practice, practice til your able to do it.
From England and the the first to run the mile in under four minutes
yes it is because I can run a mile in less than 9:10 and so can everyone else in my class which means 16 minutes is plenty of time.
three minutes or less

Anything over 15 mph.
if you watch the last part of M:I:III then he runs it in slightly less than 3 minutes
Yes, if the runner averages 8 mph. The fastest runners can run one mile in a little less than four minutes; that's 15mph.
You must maintain a pace of no less than 9.952 miles per hour.
5 minutes....less or more
Sir Roger Gilbert Bannister, the first man to run a mile race in less than four minutes.
