Anytime a player is skipped in the batting order and it is recgonized then the batter whos spot they are in the lineup is ruled out. Therefore if you skip a batter in an inning and it is pointed out then the other 2 batters get out, you would have 3 outs with only 2 players actually batting.

i.e, You are due up the 3rd, 4th, 5th spots in the lineup. When the inning starts, say #4 batter goes to the plate and receives a pitch (not put in play) --- the umpire or other team realizes your team "batted out of order" then the #3 batter would be ruled out (without ever coming to the plate), and your #4 batter would remain batting, say he flies out, #5 batter comes up and flies out --- 3 outs, only 2 batters

If a pitcher walks four batters in a row and gives up one run then he strikes out three batters in a row is that one run counted as an earned or unearned run?

It is obviously earned. The only way for a team to get an unearned run is if an error makes scoring the run possible, either by allowing the runner to advance or allowing the inning to extend beyond what would have been three outs. p.s. The fourth batter gets an RBI also.

What if there is only one out and a runner scores from third base on an error?

The run is counted, there is still only one out and the game will continue until three outs are made.

Can there be 4 outs in one inning?

No, that is not possible. That thought comes from the fact that, in certain situations, a batter can strikeout but get on base if the catcher does not catch the ball on strike three and cannot get the ball to the first baseman before the batter reaches first base. This is called the 'Dropped Third Strike Rule' and there is a link to its description on this page. There have been many occasions, I don't know the exact number, where a pitcher has struckout four batters in an inning. This can only occur when the catcher does not catch strike three on a strikeout and the batter reaches first base safely.

Who was the last Dodgers pitcher to strike out four batters in one inning?

That's impossible there are only 3 outs in one inning retard!! If the ball gets by the catcher on a 3rd strike, the batter can run to 1st base. Several pitchers have struck out 4 batters that way, so now who is the "retard?" So the answer is still: Brad Penny, who did it on September 22, 2006.
