You don't - at least not directly.
You set your pace, and your body will adjust your breathing rate to what it needs to keep itself supplied with oxygen for that level of effort.
If you begin to feel shortness of breath you just have to let up on the pace until you have recovered.
About the only deliberate control people might use is to breathe in synch with their steps, one way or another. In on two steps, out on one or something along those lines.

This eventually forces lungs to open up more which increases the amount of one's lung capacity that is actually used. Jogging will not necessarily help people breathe, as people with asthma may actually have more trouble breathing.
