The ball is placed on the penalty spot, which is 12 yards from the goal line. The Goalkeeper must stand on the goal line, and is not allowed to move forward until the kick is taken and he attempts to save it. The player who is taking the kick can stand anywhere they want as they will usually have their own run up. The referee blows the whistle and the player runs up and tries to score and the keeper tries to save it. If the penalty was in normal time the players are allowed to try and score the rebound, in a peanlty shootout they are not allowed to.

All other players must stand outside the box, and are not allowed to enter the box until the kick is taken. If the players enter the box or the keeper moves off his line before the kick is taken, the penalty must be retaken, at the discression of the referee.
