That depends on a lot of factors, the most important being age and normal level of activity. Someone would need to know a lot more about the person to answer this question anywhere close to accurately. Just know that if you're racing, you probably should be able to run under 10 minutes if you're in shape, and if you run faster than 7 minutes or so you're probably above average for the general population.
Any reasonably fit person should be able to run a mile in 12 minutes (which would be 5 miles per hour). The average runner -- someone who runs at least a few times a week -- should be able to run a mile in 10 minutes or less (6 mph or faster).
