By lowering the dugouts they allow the stadium to have more of the "premium" (read expensively priced) seats close to the field without obstructing the view of the fans in these expensive seats.

Each team has their own dugout to sit. They are called dugouts because they are partially underground, so the dirt was dug out in order for them to be built.

I stayed at an underground hotel at White cliffs NSW near Broken hill in an opal mining town. The whole place is dug into the hill and set up like the underground homes of the miners known as dugouts.
