Nobody "wins" the Olympics. Michael Phelps certainly dominated, claiming 8 gold medals to set the record for most golds in an olympic games. But the Olympics contain many different sports, events, etc. so you may win one section but you cannot "win" the Olympics. *Note: Countries do 'win' the Olympics based on who has the most medals, etc.
