They can, but usually don't quite. Most clubs hold new trials each season to see who is fit enough to be in each team. this often means the majority of players will end up in the same teams, and if enough players have moved on or lost ability, a whole team may move up a grade together. However, they would only be the same group of players, not the same team, as changing a grade means just that.
