IF the defender is in the neutral zone or past it when the ball is snapped, its an offside. But the foul is announced after the completion of the play to allow the Offence to keep any yardage gained if they so deserve. The offside rule, or Law 11, is designed to add more sporting play to soccer. The International Football Association Board (IFAB, the group the writes and updates the Laws of the Game, of which FIFA is a member) believed that since without the offside rule, teams would post one or two players near the opposing goal to collect and score on long balls. Before there was offside, this was legal, but unsporting. By adding the offside rule, players would have to be onside at the moment their teammate plays the ball (if they become involved in play), or the other team would get a free kick. As a result, the game became more exciting, more sporting, more tactical, and ultimately more fair.

when a defensive player crosses the line of scrimmage before the snap, also called encroachment. if an offensive lineman moves at all before the snap it is false start.
