It depends. The rule of thumb is for the second baseman to cover the base if a right-handed hitter is at the plate; shortstop for a left-handed hitter. The logic goes that hitters are more likely to 'pull' the pitch and having the infielder from the other side cover gives a team better defensive coverage.

A base runner can steal a base at any time while he is on base. The only reason they wouldn't give him the steal is if the ball was fouled or he was thrown out by the catcher.

if a batter swings and misses and a runner is on base and the runner is stealing then he can steal a base. Not sure what you mean though on a strike swing.

You never let anyone get an extra lead. Pay attention always. If you go to full motion they can take off earlier and maybe steal home.

That would depend on 'who' is trying to throw the runner out. This answer will assume the questioner is asking about a stolen base and the 'who' is the catcher. The defensive player that covers second base on a steal attempt is the player that the defense believes is on the side of the field that the ball will NOT be hit to. Factors that go into this decision are whether the batter is righthanded or lefthanded, where the pitcher is going to pitch the ball (inside or outside), and how good of a batter the player is (whether they can hit the ball to all fields, whether they are a pull hitter). Generally, if the batter is righthanded and the pitcher is going to pitch inside the odds are better, if the batter makes contact with the ball, that it will be hit to the left side of the field. In this case, it will be the second baseman's responsibility to cover the base if the runner attempts to steal. In my opinion I would not call a double steal in this situation for 2 reasons: 1. For the runner on second to advance to third on this play is very low and will most likely get thrown out. 2. The first two runners have gotten on base safely, having the start of a rally. Most likely the pitcher is struggling and it is very likely that runs will be scored. If a runner is to get caught stealing it could kill the rally and have a quick ending to the inning. Although it is suggested to not double steal in this situation it is also determind by the batter and his abilities and the runner's spead.
