Specifically to 9 ball - There is no ethnic group that has proven themselves to be better than any other group, generally. However, professional Phillipine players had a period where their 9 ball play was significantly better than the average professional. As this didn't last long, and was attributed more to the break than any other aspect of play, it may be attibuted to specific training and practice and nothing else.
