I believe your talking about football/soccer correct me if i am wrong but what ever team did not receive a yellow card against there team member takes the kick where ever the foul is committed but if it was a defending team committing the foul and it is inside there 18-yard box/penalty area the attacking teams receives a penalty kick from the spot 10 yards away
