Ipersonally think that the earlier you can get children started is better. I'm 15 and i started when I was 12. I wish i started earlier because i would be so much better now if I had.
I'd recommend getting them started at about maybe 10 years of age because they are old enough to get the concept and it still give them enough time to learn how to swing properly if they want to go pro with it.

You can be any age at which you can use a standard club. Golfers have started as early as age 6. (Toy clubs and players under 9 or 10 are not allowed on many courses.)
On some courses there is, but then again on most there isn't. Some have an age limit of 18, but you'd be best ringing ahead to find out the rules of that particular club as it varies.
