A course record can be recorded only when the player putts out all putts and is not "given" putts in a match. If the player putts out all putts in match play then it would be a course record if he breaks the record.

Par is the regulation score for a hole in golf. A player would find the green in regulation, and have two putts, well that is the idea.

Each putt counts as one stroke to your score for that hole, so it's not necessarily only the putts that count, your shots before them do also.
