I'm a figure skater, and I think for most people who have never ice skated before, walking on frozen ice is easier, because you are use to walking, and you have more of you touching the ice, while in ice skating you only have the bottom of a blade
but the blade is sharp metal so it grabs the ice in a way shoes slip n slide on ice

What i think is, as there is less friction on a muddy road it is difficult to walk on it. Water has less friction, that is why usually we see cautions warning us not to walk on wet floor as we'll slip and fall, so when soil is in contact with water it reduces the friction of soil.
