Currently, the United States has won the most gold medals in figure skating with 13. Russia is second with 12 and the former Soviet Union is third with 10.
Figure skating is done in Holland, but speed skating is what the Dutch excel at, winning a great part of the medals at every Winter Olympics.

From what i can see, Greece excels at athletics and weightlifting. Their downfall is winter sports, and they have not won any gold medal at the Winter Olympics.

Well some times in some states or countries they have try outs for the event you want to participate in. also through colleges, if a college sees that you excel in what sport you do then they may call or even bring people from the Olympics to come see you perform and then they scale you also known rating they check your age, how long you been doing the sport, criminal records, and if you a real true gold player or competitor.
