Firstly create a business plan. You cannot hope to even get started without one.
Decide (as your question does not indicate is) if its a retail business or a manufacture business. They are completely different and will need to be approached a diffiernt ways in full.
Assuming its for an outlet:
Plan to seek out an area for the outlet - if its a shop/store envirnment your loking to start
Using the plan identify competition in the area - if your doing this from a outlet rather than on line then this is critical as thre may be business a plenty in your target area making it really difficult to even get on the first rung of the ladder.
Identify you target customer base. How will they get to you, how will you get to them. Are you in a"good footfall area".
How will you fund the initial first months of creating the business as well as the openeing. Most people forget to plan in finacial coverage for the purchase of premises, licences, untilities. EPOS (tills) stands, for the outlet, fittings and fixtures plus legal fees such as insurances for the premisies, stock and fittings, and in addition such things as company facias with business names on etc and then of course how will you advertise this venture. (this goes back to the basics of whose going to be my custoemer)
You will need to seek out reliable suppliers for a vast range of areas across the the sports areas you wish to cover. then idenfiy the key suppliers, negociate the purchases and set upi credit limits for your ordering.
Staffing will need to be considered. no one can run a business like this and be there every open hours and still survive.
these are just a few of the basic considerations
