3 in 1 oil, WD-40 and other penetrating oils SHOULD NOT be used in or around firearms. Ammunition can be ruined or rendered inert by these lubricants seeping past bullet into powder charge. Many shooting ranges keep a bucket of these types of lubricants on hand to saturate misfired ammo in so as to render them inert.
Use of penetrating oils will likely void your firearms warranty as well.
There are cleaners and oils available at most gun stores, sporting goods and department stores. Hoppes is the brand I use, my father and grand father used. There are many other quality products in the market place as well.

I don't think so. The DOT number started at 3 and before this they used castor oil.
