There are many reasons for a break time in public pools. Here are the 2 most common ones.

1. If there are a LOT of kids hogging the pool, then the adults might want want to go in and have a child splashing them or have a screaming brat jump on them every two seconds. So they arranged a break time for the adults only to swim.

2. Sometimes the lifeguards need a break and cannot watch the swimmers for a designated period of time.
