Every body can swim to some extent and the human body floats in water, what prevents some people from actually staying afloat is fear which causes the body to freeze up - if a human relaxes in the water then everybody can swim

The same reason some kids don't. They just don't like it, or maybe they are afraid of water. There is no definite answer.

some have a fobia of water,they never learned to swim as a child so it's harder for them to swim,some people were just not born to swim, do you want me to go on?

Some people can't swim because they haven't been taught how to. Others can't because they have a physical condition that stops them from doing so.

Everyone at one point in time or another has to be taught how to swim. Parents would be good at this as would a swim school.
