I assume you mean why is the water so cold when you first turn the faucet on. Assuming the water heater is working properly and there are no other Plumbing problems, the problem here is that only the water in the hot water tank continues to be heated. Water in the pipes between the hot water heater and your shower or tub cools off, because the pipes are rarely insulated; even if they were, they would still lose heat, though more slowly. When you turn on the hot water side, the cooler water has to be evacuated before the wamer water from the tank can get through the pipes. One solution to this problem is to have a second smaller water heater installed in the line closer to the tub or shower. I've seem small tank heaters, and I've also seen "quick-heat" style heaters similar in concept to the plug-in units that allow you to heat a cup of water in a few seconds. Because the water evaporating off your skin takes some of your body heat with it.

because people are to cheap to pay to turn on the heater. and so people will take faster showers and wont waste water
