Where did Michael Phelps smoke pot?

There was a picture that clearly showed Michael Phelps smoking from a bong. However, we cannot prove for certain pot was in the bong. Michael Phelps has acknowledged the photo is real, but for legal reasons has not confessed to pot use specifically.
