No you cannot in any of the 50 states the laws may say that they may be legal at 16 but that is a lie if you call tattoo parlors in any area of that state they do not take the risk.
I disagree. As far as South Carolina goes specifically, I can't say for certain. As for the above answer that says you can't get tattooed in any of the 50 states at age 17, that is completely WRONG. I have been a professional tattoo artist for over 10 years, and can tell you with certainty that it depends on the state laws. I tattooed in North Carolina and it was illegal for anyone to get tattooed under the age of 18. I also tattooed in Alabama where there is no regulated age with parental consent. I personally do not tattoo minors, however it is not illegal in some states and you can find plenty of artists that will happily tattoo you with your parents' consent.

The only way you can get a tattoo if you are a minor (at least in Colorado and New Mexico) is...
1. You must be at least 16.
2. You must have a parental guardian present.
3. You must provide identification, both the minor and the parent/s. The minor's place of residence and last name must match the parents. If an I.D. is not available, the shop will need to see a birth certificate.
Ex: If he/she lives with mom but has his/her fathers last name the shop generally will not let the minor get tattooed unless the father is there and can prove the minor has the last name of the father. Also, a minor cannot be tattooed if an aunt or uncle etc. is present. Unless they are the legal guardian and can provide proof.
That is basically it. Personally I don't think a minor should be able to get tattooed until 18 years of age. A tattoo is a very serious decision and should not be taken lightly! In most cases; especially a couple of years down the road, you won't like the tattoo you have received because people change. You may not like the things you enjoy now somewhere down the road. A couple of words of advice. If you do decide to get tattooed, do your research. Shop around. Look at all the portfolios in all the shops you visit. Just because someone works in a tattoo shop and calls themselves a tattooer does not mean they do quality work!
