There are a few different speeds to go while water skiing, depending on what you are doing. If you are just going on two skis at a beginner's pace you will want to go about 20-30 mph. If you are Solomon skiing (one ski, advanced) you will have you go a bit faster, about 30-35 mph. But if you are barefooting (very advanced skiers only) you will want to travel at about 40 mph at least.

It depends a lot on the weight of the jet ski. There's no way to determine the speed from just the horsepower. Most likely though, a 160 HP jet ski would be a fairly high power jet ski with a top speed of around 50 to 55 mph.
